The World OER Congress 2012, organized by the Commonwealth of Learning (COL) and UNESCO with the generous support of the William and Flora Hewlett Foundation, brought together over 400 delegates including representatives of Government, educators, NGOs, OER experts, and universities.
"The Open Education Group is an interdisciplinary research group that (1) conducts original, rigorous empirical research on the impact of OER adoption on a range of educational outcomes and (2) designs and shares methodological and conceptual frameworks for studying the impact of OER adoption."
The guide is divided into three sections. First section is a summary of key OER issues. The second section is "more comprehensive analysis of these issues, presented in the form of a traditional research paper." The third section " is a set of appendices, containing more detailed information about specific areas of relevance to OER."
